The part nobody sees is the discipline: goods are palletised, wrapped, labelled and their location recorded, so that when dispatch is called the pallet is collected rather than hunted for. Bonded storage adds the record-keeping that customs requires: the cargo is held apart until clearance is complete and does not leave without authorisation.
